Subject: International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, STCW 78, as amended- Issue of seafarer’s identification and Sea service Record Books and Endorsements Attesting the Recognition of non Cyprus Certificate

 

With reference to the above subject and further to our circular No.4/2001 dated 5 February 2001, please find attached herewith a document entitled "Guidance Document and Instructions to Companies for the issue of Seafarer’s Identification and Sea Service Record Books and endorsements attesting the recognition of non Cyprus Certificates". The guidance document contains guidelines and instructions regarding the procedure to be followed for obtaining Cyprus Seafarer’s Identification and Sea Service Record Books and Cyprus Endorsements attesting the recognition of a non Cyprus Certificate.

The Owners, Managers and Representatives of ships flying the Cyprus flag are advised when applying for the issue of a Seafarer’s Identification and Sea Service Record Book and/ or an endorsement attesting the recognition of a non Cyprus Certificate to strictly follow the instructions of the above document in order to avoid unnecessary rejection of applications or delay in their processing.

The attention of the Owners and Companies is drawn to the fact that, the Merchant Shipping (Registration of Seafarers and Seafarers´ Register) Law 108(I)/ 2000, requires that Owners, Managers and Representatives of ships flying the Cyprus flag when employing a seafarer not holding a valid Cyprus Seafarer’s Identification and Sea Service Record Book, must apply to this Administration for the issue of a Cyprus Seafarer’s Identification and Sea Service Record Book, within 30 days from the engagement of such seafarer on board a Cyprus flag vessel.

A contravention of the aforementioned provision is punishable with a fine, not exceeding one thousand Cyprus pounds.

Furthermore, the attention of the Owners and Companies is drawn to the fact that pursuant to Regulation I/2 of the STCW78 Convention as amended, as from 1 February 2002 Masters and Officers serving on board Cyprus flag vessels, in addition to their Certificate of competency, they must be furnished with an additional endorsement attesting the recognition of their Certificates, issued by this Administration.

Failure of a Master or Officer to hold a valid endorsement attesting the recognition of his Certificate of competency may result in the immediate detention of the vessel pursuant to Regulation I/4 of the aforementioned Convention.

The Department will be at the disposal of Owners, Managers and anyone concerned with the matter for any explanations and clarifications they may require.
