Charging for Maritime Radio Communications

To all Owners, Managers and Representatives of ships under the Cyprus flag and
To all Accounting Authorities Recognized by the Republic of Cyprus

I refer to the above subject and further to my circular No. 18/98 dated 04/08/1998, I wish to inform you the following:

According to the National and International legislation currently in force, all ships which are registered under the Cyprus flag, must be bound by an Agreement with an Accounting Authority approved by the Republic of Cyprus, for the settlement of all their maritime radio communications accounts.

The signing of a Direct Billing Agreement with a Land Earth Station, or the use of an I.S.P (International Service Provider) by a ship owning or ship management company, even for the partial settlement of their ships´ maritime radio communication accounts, is illegal and strictly prohibited.

The Cyprus Government has the right to take all possible steps, within the limits of applicable national law, including the withdrawal of a ship´s Radio License and the Safety Radio Certificate and, finally, the deletion of the ship from the Cyprus Registry, if any ships are still not in line with the requirements of this Administration.

All Accounting Authorities recognized by the Republic of Cyprus are hereby instructed to notify the Cyprus Administration whenever any irregularity with regard to the above subject comes to their attention.

You are urged to take due note of the above and to ensure your full compliance.
