Introduction of the Harmonised System of Survey and Certification (HSSC)

In reference to the above subject I wish to inform you that the Minister of Communications and Works has authorised a number of Classification Societies to conduct surveys and issue certificates on behalf of the Government of Cyprus, in order to enforce the HSSC as from the 3rd of February 2000.

The list of the authorised and recognised Classification Societies and my instructions regarding the introduction of the HSSC are attached herewith.

INTRODUCTION OF THE HARMONISED SYSTEM OF SURVEY AND CERTIFICATION

  1. The current certificates that are on board a particular ship remain in force until they expire.
  2. It will then be necessary for the owner, in agreement with the Classification Society that issues the certificates on behalf of the Government of the Republic of Cyprus, to decide on a mutually convenient date on which to introduce the harmonised system of survey and certification for the particular ship.
  3. It may be decided that the mutually convenient date is the expiry date of one of the existing certificates having a five-year period of validity but the date of the introduction of the harmonised system of survey and certification for a particular ship should not be later than the expiry date of the Cargo Ship Safety Construction Certificate.
  4. Notwithstanding that some certificates may still be in force, when the harmonised system of survey and certification is introduced on a particular ship, renewal surveys shall be carried out irrespective of whether they are due or not and the ship should be issued with a new set of relevant certificates. However, consideration may be given to accepting renewal surveys that have been carried out within three months of the date of introduction of the system.
  5. In order to ensure that a ship has valid certificates, it may be necessary to renew existing certificates that have only one or two year periods of validity, or to issue short-term certificates, in agreement with the Department of Merchant Shipping, so that all the certificates are then renewed on the date when the harmonised system of survey and certification is introduced for the particular ship. 

 

LIST OF CLASSIFICATION SOCIETIES REGOGNISED AND AUTHORISED BY THE GOVERNMENT OF THE REPUBLIC OF CYPRUS

Classification Societies which are authorised to act on behalf of the Government of the Republic of Cyprus only for Cyprus Ships which were duly classed by them on the 3rd of February 2000 or for other Cyprus Ships after an on a case by case basis written consent of the Minister of Communications and Works.

  1. Cyprus Bureau of Shipping Classification (CBS).

    The Department of Merchant Shipping participates in the classification committee, the decisions of which must be taken in the presence and with the participation of the representative of the Department of Merchant Shipping and must be unanimous.

    Cyprus Bureau of Shipping is not authorised for the enforcement of the International Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk, as amended by Resolutions MSC.16(58) and MEPC.40(29), the Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk, as amended by Resolutions MSC.41(29) and the International Code for the Construction and Equipment of Ships Carrying Liquefied Gases in Bulk, as amended by Resolution MSC.17(58).
