I would like to refer to the above subject and to my previous circular No. 8/99 dated 18.03.1999 (copy attached) and to point out that the form MS45 must be fully completed by the owner in a legible way and upon the registration of a ship or transfer of ownership, if it is deposited with you, it should be immediately forwarded by fax to the Department of Merchant Shipping along with the information for the relevant transaction.
The purpose of the above arrangement is to facilitate the quick and effective updating of search and rescue information which is invaluable in case of emergency.
