 Who needs a Cyprus Seafarer’s Identification and Sea Service Record Book (SISRB)?

All seafarers serving on board Cyprus flag vessels must hold a valid Cyprus Seafarer’s Identification and Sea Service Record Book issued by Cyprus Maritime Administration.

The Cyprus Maritime Administration, in .exceptional circumstances,  may allow the employment on board Cyprus flag vessel, without a Seafarer’s Identification and Sea Service Record Book, of a person not engaged on board a ship in any capacity as part of the ship's complement, with designated safety or pollution, prevention duties or required by the vessel’s Document of Safe Manning. (i.e. Musicians, Entertainers)

To apply for the issue of a Seafarer’s Identification and Sea Service Record Book, you must submit an  application for the Issue or Renewal of a seafarer’s identification and Sea Service Record Book (SISRB) Form MS.TC 1. to the Headquarters of the Cyprus Maritime Administration.

The application must be accompanied by the following documentation/ information.

1. Two passport size photographs

2. Identification document

3. Copy of the Certificate of competency (if applicable)

4. Photocopy of the Medical fitness certificate

5. Written consent from the guardians of the applicant (if applicable)

6. Report on the conduct and character of the applicant

With the Application for the Issue or Renewal of a Seafarer’s Identification and Sea Service Record Book (SISRB) MS.TC. 1 you only need to submit a copy of your Certificate of competency. (i.e. Master, Second Engineer, Rating A).

You are  not required to submit copies of  your specialized training Certificates (i.e. Basic Safety Training, Advance Fire Fighting, Medical First Aid)

Endorsement attesting the recognition of a non Cyprus Certificate is required for  Masters, Chief Officers, Officers in charge of a navigational watch, Chief Engineers, Second Engineers, Officers in charge of an engine room watch and Radio Operators.

In accordance with STCW.7/ Circ.1   the following Certificates must be endorsed by the Flag Administration (Cyprus Administration)

It should be noted that  a separate endorsement attesting the recognition of  a non Cyprus Certificate is required for each of the aforementioned Certificates, if each Certificate is  issued separately.. 

To apply for the issue of an Endorsement attesting the recognition of a non Cyprus Certificate, you must submit an  application for the Issue or Renewal of an Endorsement Attesting the Recognition of a non Cyprus Certificate Form MS.TC 2. to the Headquarters of the Cyprus Maritime Administration.

The application must be accompanied with the following documentation/ information:

1. Two passport size photographs.

2. A certified copy of the certificate and endorsement to be recognized.

3. Photocopy of the Medical fitness certificate.

4. Declaration regarding Cyprus legislation and national requirements.

Cyprus Maritime  Administration will only examine applications for the issue of an Endorsement attesting the recognition of a non Cyprus Certificate if the applicant is holding a valid Cyprus Seafarer’s Identification and Sea Service Record Book or if he has applied for the issue of such a Book

No, the Cyprus Maritime Administration will only attest the recognition of  non Cyprus Certificates issued in accordance with the relevant provisions of the STCW78 Convention as amended (STCW95) Certificates.

With the Application for the  Issue or Renewal of an Endorsement Attesting the Recognition of a non Cyprus Certificate Form MS.TC 2. you only need to submit a certified copy of the certificate to be  endorsed by the Cyprus Maritime Administration.

It should be noted that some issuing Administrations,  issue as separate documents the  Certificate of Competency and the Endorsement attesting the issue of the Certificate of competency. In this case a certified copy of  both documents must be submitted.

The copy of the Certificate and Endorsement must be certified by the issuing Authority or by a Cyprus Consul or a Cyprus Honorary Consul or by a Marine Surveyor or any other Officer of the Department of Merchant Shipping.

Notwithstanding the above, if the authenticity and the validity of a certificate can be verified via the Internet, by direct access to an electronic database maintained by the Certificate issuing Authority, a copy of the Certificate and Endorsement to be recognized, is sufficient.

If your Certificate of Competency (i.e. Master, Chief Officer, Officer  in charge of a navigational watch) includes the function "Ratiocommunications" at the operational level, this shows that your GMDSS training is incorporated in your Certificate of competency and you do not need a separate endorsement.

No, the Cyprus Maritime Administration accepts only Certificates of Competency issued by the Parties shown in the list entitled "List of countries of whom the Certificates of Competency are presently accepted for the issue of endorsement attesting the recognition of non Cyprus Certificate of competency".

However, Cyprus Maritime Administration has commenced the process of recognition of Certificates of Competency issued by other Parties to the STCW Convention pursuant to Regulation I/10 of the STCW78 Convention as amended and more Parties may be added or deleted from the above list.
